Baggage Tampering at Lanseria Airport

On a flight from Cape Town to Lanseria (MN 476) landing on Sunday 15 September 2013 at 16:50, there were issues with several passengers' bags (about 10 passengers).

We waited at baggage claim for our bags, and eventually the carousel stopped and we were informed that there were no more bags. We went to the baggage queries counter and were told that they were unsure where our bags were and went through the process of completing forms for our bags to be delivered. Once all the forms were completed, about 5 minutes later, our bags were suddenly brought in, manually not on the carousel.

To make matters worse, about 5 people's bags (including mine) were open when they were delivered to us. One of the passenger's toiletry bag was out of her bag completely and my make-up bag, which was in my bag, was also open.

I would expect that security would have been better at an international airport to avoid bag tampering. We were the only flight that came in at that time, so I don't see how there could be confusion about our bags. in addition, there were tourists included in the affected passengers, which looked awful for our country's airports.
