Damaged Luggage Bag

On the 7-Jun I was travelling on SA 336 from CPT that landed at O.R.Tambo around 16:05. Upon arrival we had to wait for our luggage for almost 20 minutes, after receiving the luggage I realized my padlock was broken, luggage tempered with and my bag was damaged on both the zips, meaning I will not be able to lock it again. I then went to buggage reclaim to complain to the guy who was on duty and I even showed him my bag. When asking him informs SAA to open our bags and temper with our luggage, he then told me he doesn't know and only works on the counter. I then asked him what about my damaged bag, what must I do with it, he then told me to leave my bag behind with my luggage so that they can fix it. I got angry pulled my bag and left. I want to know what informs SAA to temper with our luggage? Why did they damage my bag? I want a new bag from SAA since they have damaged my bag. Lastly SAA must educate their staff, it really made me angry to have someone sitting at the buggage reclaim counter i.e. representing the company but still cannot give answers about certain things on buggage or even try his utmost best to seek information from others who know.
