Who Decides on what they sell

I upgraded my mobile phone during February this year and was convinced by the sales person at Cellucity Clear Water mall that the Nokia Lumina was the next best thing since sliced bread. I asked about Black Berry and the message was they are not going to be around that long. Becaus of the windows 8 i said ok. what a desaster. You cannot transfer your contacts, you cannot receive any business cards, the phone is slow and not close to a phone rather a laptop built into a phone. No anti virus is protecting me as well. I took it back lost all my contacts as the phone could not be backed up (would have been charged for that) which i painstakingly capture by hand one by one. Got the phone back today everything still the same just that i will have to pay for all the apps i lost trying to make it into a phone i could use. do you sell a phone of such poor quality (the people at Cellucity sad they stop promoting it because of the quality). What can i do to get another phone after being a vodacom Customer since the beginning og mobile phones.
