Disinterest and Zero Resolution

The "engaged" tone on my mother's landline disappeared several months ago. When I call her (as an example, as this happens to anyone that calls her) and she is busy on the line to someone else, I hear a "ringing" tone instead of an "engaged" tone. She in turns hears a "ringing" tone over and above the conversation that she is having with her existing caller. She has tried countless times to explain this to her local Telkom branch (at Walmer Park, Port Elizabeth and by calling a Contact Centre) and has finally given up in having this resolved. I am not. Please help!
