National Supplier Cannot Supply

I am a Software Support Engineer for a UK based company that supports one of the largest parastatals in South Africa. It is a new position for me and I desperately need a land line and ADSL from home to complete work.
I went to my local Telkom office at the Pavillion and was helped by the most amazing lady. She checked and said that there was there was a spare line to my house and she placed the order. I did the application and all was well.
I took a day off work to be at home when the Telkom tech came, as they said they would take the whole day. The tech came when he said and was very helpful but said that there is no line to my house (the bottom half of a maisonette). He informed me the line tracers would have to come and see where the break was from the road to the house. I then left for the UK hoping it would be done. I was contacted to pay a R700 deposit which my husband did. I was then contacted again, via email to say that they would be refunding my deposit. I asked why and I was advised that there was no infrastructure so Telkom would not help me.
I need this to do my job. I was told there is a free line but it cannot be traced and so they are just giving up?
