Refund deposit of contract

It was more than 1 month ago that I applied for home ADSL services from Telkom.
I first asked them to visit my house to do inspection for land line infrastructure, but they said to ma that it definitely has required facilities (based on area).
So I made an order and paid deposit. And only after that they sent a technician to connect land line and ADSL services. After inspection, the technician said that there is no infrastructure for land line and Telkom cannot do it.
After several communications with store stuff and another technician, at last I decided to cancel the order because neither Telkom can fix the infrastructure nor my house owner. However they now refuse to refund my deposit after termination of contract.
They told me that refund is possible only when service has been set up and is running!
I have no idea what happens to my money now. It seems that they are going to hold and seize my deposit for no service delivered!
