Line cancellation incorrectly processed

I moved house and asked for my Telkom line to be disconnected and a new line to be opened in our new home in my husbands name. Instead of doing this another line was opened at my old address once I had already moved out. The line which was incorrectly opened had services that were not included on the old line I wanted cancelled. I now have a bill for over R600 for a line in a flat I wasn't even living in. I have tried to phone and get the amount reversed but I have been transferred between departments and spent over 3 hours on the phone explaining the situation to various people. Some of the call centre people I have spoken to have been very helpful, but nothing has been resolved yet. I just want 1 person who I can deal with instead of having to explain to 10 different people.
