Telkom Line Cancellation

We moved to a new area in December, I applied for a line transfer and asked that my other line be cut off on the 13th of December (it was already cut off on the 6th) then the technician established that there are no pipes in the complex so they would not be able to put in a fixed line, and the 3G or whatever reception is not good enough so I will not be able to have a Telkom line, when I asked what I need to do next the person said not to worry my line will be cancelled and I will get the money back (I paid in advance). Next thing I get a bill for January.

I have tried via phone, and email to get hold of cancellation department, both from fixed line and cellphone so it has cost me time and money, with no luck, as I am sitting here I have been holding on for 10 minute (dailed 10210) and NO answer, last couple of times I got cut off, the email which I sent on the web has still not been answered. What do I need to do to cancel this line!?!?
