PULLING OF CABLE TO TRANSFER LINE

At the end of February we moved flats within our complex and asked Telkom to move our line. They came to move the line opened up the jack in the new flat and then just left the jack open with all the wires exposed. We then called them only for them to call us back saying there is no wire leading from the Telkom box some units down and that we need to get an electrician to install a cable.
My question is this is this not the responsibility of Telkom and why must we pay for the line to be installed, why don't I just move the line myself!!!
