You can only buy a USB modem if you take a simcard

My USB modem broke. I went to the 8ta outlet in Alberton City on thursday 21 March 2013 to buy a new USB modem. To my shock and horror, I was advised that I cannot buy a USB modem without purchasing a sim card which requires my ID and proof of residence. I advise the store's staff that I do not want a sim card, I have a contract with 8ta and need to replace my modem as mine broke. I was told that it is against company policy to issue a modem without a simcard. I don't understand why I need to buy a simcard and RICA it when I have no use for it. I then asked for a contact person to escalate this issue to and was advised I should log onto the internet. After insisting that I want a phone number of a human body to log a complaint to, I was given their call centre number. I still do not understand why I can't buy the hardware without a sim card!!!
