SIM swop as difficult as possible!

My phone was and attempting a sim swop, I was told (with a big smirk!) that I need to supply the last five dialed numbers or the original packaging, buy another card and phone the dreaded Help Line and that there is NO other solution to my problem! NO attempt to be helpful or accommodating!
The number is mainly used to receive calls on behalf of a NGO Emergency organization for whom I am a manager and whose services to the community is crippled through this.
With RICA we have already jumped all the hoops and both ID and residence have been verified!!
I approached the Cell C shop near by and was told that I would only require my ID, R10, 00 and I would walk out with a fully functioning sim card. Interesting. And logic.
Furthermore I was also refused the name and contact particulars of the owner/franchise holder. Once again interesting and I can easily imagine why!
Obviously I cannot be contacted by cell phone, only by email.
