No Cellphone coverage

I am struggling for the last 3 days with poor Network coverage, and not just in one particular area. The messages on the phone shows: Congestion, No Network Coverage, Call Failed. No matter how many times I reset the phone it keeps showing these messages. To make things worse, 20 sec after my call the line gets disconnected and I have to sometimes phone 3 times before getting through. Today nobody could get hold of me, all calls showed "Miss call".
I am getting billed for all these 20sec calls. I would like a refund on all these uncompleted calls or on the calls I had to re-dial because of poor service.
