Cable hanging in our backyard

Our neighbours had the misfortune of having their house struck by lightning around November 2012 and the telecommunications cable needed to be replaced. Telkom sent people to repair the cable in December 2012. They were busy for a couple of days and it seemed like things were progressing very well. Then all of a sudden no work was being done anymore and the cables (new as well as old) are, to this day, still hanging in our backyard, about 1, 5 m above ground level.

Someone from Telkom phoned my wife towards the end of February 2013, asking if it would be possible for us to grant them access to our house and backyard, because they needed to finish the installation of the new cable. After she explained to him that we haven't been using any Telkom facilities or products in years and that there is no telephone pole in our backyard, she asked him why they needed access. Without answering her question, he started to threaten her, claiming that there is indeed a telephone pole in our backyard and that he would give out her phone number to everyone in the neighbourhood so that they can ask her why Telkom is not doing their job.

This is unprofessional and unacceptable conduct!
