Can't use my bbm service

Can't activate my bis because my contract expires on the 8th April, I went to Vaal Mall in Vanderbijlpark for some assistance, the lady at Vaal Mall phoned from the office and they told her that we have to cancel the request to cancel the contract then they will activate my bis and then we can cancel the contract again. Why can't cell c just activate the bis for the last month? they not loosing money, i recharge my bis with prepaid airtime, this means i have to use two sim cards on one phone, one to phone and the other to send bbm???
