OPENING OF ACCOUNTS

In Novemeber 2011 someone opened up two accounts on my husband's name with MTN. We were made aware of it when there was a debit order off his account, he contacted them at that time - a year ago. He was told by MTN to do an affidavit and to go to an MTN store with a copy of his ID so that they can send it to their department - which they never did. He also stopped the debit order with his bank and subsequently closed the bank account in question. Last week Wednesday 27th February 2013, he was contacted by MTN to inform him he has been handed over to lawyers for none payment. My question remains, how do you open a cell phone contract when you have to give a copy of an ID, proof of residence, proof of employment, income and original bank statements in order to RICA? I know that I had to do all that and more to get my VODACOM account so why would this be any different?
We have tried to sort this out but going through your call centers and speaking to a new person every time is getting us NOWHERE!!!
