Telkom Bethal no incoming Calls

Telkom has been doing maintenance in Bethal area and on exchange from 1 Feb to 4 Feb.
My phone line has background static noise and i cant receive any incoming calls. When someone phones my number 0176476814 the 3 phones connected doesnt ring at all, and when no one picks up it goes to telkom message service and says the number is not available.
I Can call telkom 10210 number but no incoming connections to my line.
My internet is showing it works but connection is slow and times out regularly or says no incoming connections or port blocked.
I HAVE REPORTED THE MATTER NUMEROUS TIMES TO TELKOM AND RECEIVED A REFERENCE NUMBER 492CTK 050213
But they say they will fix the problem send out a technician, but to no avail problem continues.
Cant get a straight answer from Telkom and every time they test line, they say there is not a problem or something different.
