So they can debit whenever they feel like it

My account was outstanding so i paid it in Jan 2014. I contacted Vodacom and explain to them i will pay. The consultant told me that i can pay the amount cash and then my bank account will be debited on the 3rd of Feb 2014 for January 2014 bill. in the same conversation i asked the consultant to change my debit order date to the 28th of each month as Vodacom debited my account whenever they want to. So i few days later i contacted vodacom again to tell them that my account has still not been debited. The consultant was very sorry and said that Viodacom will contact me within 24hours and will sort out this problem. It has been more than 24hours and still my account is in arrears. Now that consultant said that i gave permission for my account to be debited... no i did not im am still waiting for your call Vodacom. And the your consultant also advised me that because my debit order date was changed my account was not debited... Wow really?? so now Vodacom will debit my account twice because i changed my debit order date??? Please explain this to me!!!
