Cell C illegally suspending service

I'm a Cell C- pre-paid subscriber. Since 14 January 2014 I've been unable to make calls or send and SMS. When trying to call a Cell C pre-recoded message informs me that:
"It's been a while since you used Cell C, so your service has become dormant. Any remaining airtime has been stored for you. Please make a small re-charge in order to reactivate your account"
The last voice call I made from this account was on 10 January 2014. This means that the account has been "put on hold" within four days of last use. Cell C's "My Balance" utility confirms that the account has a credit balance of R161.48.
This is the 2nd time that Cell C unilaterally suspended the ability to make calls and send SMSs. The account has always had a credit balance. I am aware that I can swap networks and leave Cell C. However, this practice by Cell C to unilaterally suspend a subscriber's ability to utilise the service they have paid for and to do so within a few days from last use seems to fly in the face of the provisions in the CPA, ECA and their license conditions. It needs to stop - In the interest of all South Africans that depend on services from this operator - especially in case of emergencies.
