Overcharging and non-delivery

I have run several independent tests over a period of the last month through Axxess on my current 10Mbps Telkom ADSL line. Every test confirmed that my line is actually synced at 3Mbps (never 10Mbps) although I have been charged for several years for a 10Mbps ADSL line. See a sample of the report below:

Current Speed: 512 kbps
Signal Interference: 52 dB (extremely bad - 55dB transacting stops due to too much interference)
Signal to Noise Ratio: 13 dB

Telkom is clearly not meeting the promises within their contracts and marketing whilst still charging the client for a service that they are not delivering.
