Will not refund me

I transferred money into the wrong telephone number twice, since last year August, I still haven't received a refund, I have phoned on numerous occasions, when I told them to put it towards my other number they still cut off my phone even though they owe me R900, when am I ever going to be paid, or do I need to sue them for my money, at that the number which was my reference doesn't excist anymore.
