Galaxy tab 2 7.0 has only 4gb instead of 16g

I have tried several times to have my galaxy tab 2 7.0 to sorted out but they are refusing to help me. The tab is now almost three months old. The tab has only 4gb instead of 16gb. Can anyone out there help me please
