NO DATA SIGNAL FOR 2 MONTHS

Two months ago I reported a loss of data signal to Cell C. I live on Witkoppen Road near Northgate which is a main road and in a built up area. A technician Temba came out and advised us that the tower needed to be upgraded. After numerous calls and being given new ref numbers, and being told they will call me, absolutely nothing has been done about it.
Surely, I have the right to service if I have bought a data contract etc. My data has been useless for the past two months. Never mind the inconvenience.
I don't know where to turn. The call centres block you speaking to anyone with any authority and they then still have the cheek to ask you to rate the call! Which clearly the executive don't look at anyway.
As the MD of four companies we would go out of business if we provided such poor service.
And yes I can use another company but cell c happily took my money at the time.
I believe it's their responsibility to now provide the service
