My BIS never works but I pay for it

Every month my BIS is deducted from my airtime, but three or two days into the month my internet doesn't work. I changed my sim to see whether the problem persists but it stil happens. I phone the call centre and they make me follow the same procedures, but I end up with the same problems.plese help me..
