Waiting 4 months for phone line

Been waiting since the 16 October 2013 for Telkom to decide to connect my shop phone, round about the first week of November 2013 I was contacted by Telkom advising me that the technician is in my area to connect, to leave from my work for them to come connect but this did not happen at 4:30 that day I called Telkom and they said they were very busy and would do it the following day, the technician did pitch up to tell me there is nothing he can do he has to get the cable people to install cables? Surly they could have checked that and laid cables from the 16 October?? I then advised him that I need to do advertising and he gave me the number he said is reserved for me. I could Telkom to confirm the number which they did, I then started advertising for our new venture totaling R 18 000.00 for adverts, I then got a client phone me on my cell phone to say how can I advertise using her telephone number??? Pls could some one with HALF a BRAIN please let me know what is happening and when I will get a phone line or should I get in touch with Neotel? Would also like to let you know I will be claiming damages from Telkom for the waist of advertising...
