Failed delivery of phone

Its been more than a month since I was told by virgin that I do qualify for a phone. I was told that I qualify to receive a Samsung s3 mini and that I would be contacted 24hours before delivery. I was told it would take 7 to 10 working days but that has since come and gone and then early last week I was called again to confirm my banking acc details and was than told again that the phone would be delivered by Friday last week or otherwise on this past Monday. well its Wednesday today and still I have no phone???
