Vodacom didnt give me happy

I don't understand Vodacom and their service, I've applied for a phone Z10 on top up contract instead they gave Q10 and told me Z10 is a phone, when i switched the phone on i realised that not only was the phone wrong also the contract was not top up it was an open contract, i returned it asked them to cancelled the contract and give the top up, this happened in September but until now i don't have a phone i don't have a top up contract but money debited from my account by Vodacom..i phoned them to rectify the problem nothing was done, i ended up going there in person and I've been thee countless time spending more money on taxi fare but still nothing., and now i called the head office and surprisingly the contract is still open it was never cancelled, who is using it because i gave it back and asked specifically to cancelled it., am i paying someone's bill? who is using the number.
