Unfair ICT blacklisting

I have transfer my cellphone number from my company to personal after resign December 2010.
transfer only done April 2011 after my previous company deactivate this number (March 2011)
i can't use this number at all. Why Vodacom transfer the cellphone no to me after deactivate?

I went to Canal walk branch 3 times to dispute this transfer. No one can help me.

Now Vodacom blacklisted me on ICT?

i tried to contact Vodacom & spoke to more then 10 people no one can help me. please help. thanks
