SIM Canceled after 7 months

Have my girlfriend back in South Africa from Germany since last year December. She uses a Vodacom SIM card when in RSA, Prepaid and there was - R 100.00 left after she returned to Germany in December.
Trying to activate the SIM again "SIM Registration Failure"/.
Logged a call with Vodacom Service Centre only to be told that a SIM not used for 7 months will be cancelled out of the system, regardless if there is credit on it.
Also spoke to the supervisor, a Tom Fono, who acknowledged this but did not want to forward any higher managers name to me, also the promise to forward telephone numbers and reference did not materialize.
To my knowledge it is not permissibly by Vodacom to cancel an active account and to allocate the number to someone else?
The number in question is 081-8123330, I am fully devastated that a company like Vodacom can just cancel your credit, where does it goes to?
