IPhone 5S pre-order but still on back-orde

I pre-ordered my iPhone 5S 32GB on the 9th of November 2013. To the credit of the upgrade centre they did contact me within the 24-hour promise (they contacted me the 10th) and I am thankful for that. After the conversation the order was started and I received my order number. The consultant advised that the phone should be delivered the 18th of November 2013. The iPhone 5S officially released in SA the 15th of November.

This morning I still do not have any updates on my order so I decide to call the contact centre (082 1959). I was cut off during my first conversation and had to phone again. On the second try I get through to a consultant who advise me that "they are still busy checking stock and will advise if there is and when it will be sent" and estimated that if they sort out the stock today I will likely receive by Wednesday. I PRE-ORDERED the phone, is this not supposed to ensure that they do have my handset in stock and ready to go? The whole reason for using the pre-order option was to make sure I have mine allocated.. After this conversation I tried the online "chat" function who gave me a similar "dependent on stock" answer..
