4 months paid and still no service

I have been struggling with high latency issues since August 2013.
It keeps jumping up and down from 100 -> 750. (should be 15-30ms)

4 Months later and I still have high latencies.
. The service I am getting from Telkom is really poor and VERY slow.

I have logged a call on their broken website which didn't even go through, and logged 3 other calls which 1 of was just closed. No feedback, nothing. The second has also been closed but I still have latency issues.

25brk16113 - no feedback yet. I expect it to be closed again by some.
ARS 235579 - Solved problem for 21 Days. Then Broke again.
101CRK061013 - Closed with problem still existing.
275CRK240913 - Closed with no contact or feedback or anything.
819CRK260713 - Fixed problem that lasted about 2 weeks.

I am thinking of cancelling my line as I need a stable/low ping. I don't download. I do gaming.

I am minutes away from switching to another supplier like Neotel etc
