4mb ADSL line, with higher latency than 3g

I have had a 4mb ADSL line since Jan 2012, it consistently had low pings of 5ms and consistent downloads of 3.4mb/s. Since Jan 2013 i have reported issues several times in Jan/Feb and March due to high latency of between 57ms and 360- 600ms latency when I ping to nearest Cape Town servers. I HAVE ALSO HAD DOWNLOAD SPEEDS OF 0.8MB/S!!! This happens erratically at different times, Any day of the week during "quiet and peak periods". Problem is no one seems to be able to fix this! I have had numerous port resets, peak phoning and the sms saying resolved... and then it happens all over again. I have reformatted my PC, first with window 7 now with windows 8 and still have issues. I have tried 3 different ISP's and still Lag while gaming and still have slow downloads and high pings for a 4mb lines... it used to be fine! come on Telkom please fix this! My last reference fault ID was 131cwk090313
