Transfer of contract on to husbands name

I have tried to transfer my current contract on to my husbands name for over a year now. They seem to have gotten the part where they debit his account correct though. I get asked to email documentation over and over again! Then I get told to go in to a voda store, surely you can do something as simple as this over the phone?

Either transfer the account on to his name or I will cancel the contract.
