Vodacom

My husband has 3 contracts with Vodacom, 2 being cell phone and 1 Is data contact. The data contract was up for upgrade, so we went into our Greenstone store to see what they have to offer us, one of their consultants looked at our account and told us that we can't get an upgrade cos we had already taken one, we told him we have not, then he called his head office and they told him that an iphone 5 was taken on my husband name, it was delivered to a person, we have not taken such phone, we have been to the police station for a avidavit to say we didn't take this phone, in the mean time vodacom has softlocked our other phones cos our account has exceedeed its limit. My husband has even been to vodaworld and they keep on telling him that they working on finding who did this but we had no good feedback from vodacom, we keep on getting pushed from one consultant to another, having to repeat ourselves over and over again about my husband not upgrading or signing for any phone, with no solution to our problem.
Vodacom has tracked the iphone and which address its been delivered to, and its not to our residental address. How could they have given someone a phone with no proof of Id or add
