Too long to activate SIM Card

Applied for an online contract phone on the 23October and everything was finalised the same day but only recied my package on 30Oct 2013, Now when i call to activate the SIM/contract i get different updates, the first one said it is activated i must switch off for 5hours but still no luck, the second one said it appears i havent recieved my package he will activate for me i must switch off for 4 HOURS, the third one said i must just switch off for couple of hours but still no luck, the fourth one said SIM activation is on pending but she has activated it i must switch off for another 3-4hours and i did still no luck, The fith one said they activated it but still i am not connected up until today11/04/2013 and now i do not know what to do.
