Vodacom Mobile Cannot Activate Sim

I took out an iphone5s on smart talk s and when I wanted to activate the account (using my old pre-paid number), they responded that they cannot activate the account on my old number since my pre-paid number is not older than 6 months. Before I went pre-paid, I had a 2 year contract on business to-up.

I received my phone but no bill since the account cannot be activated. They did not tell me this on the phone when I placed the order. My only option is to let them activate on a complete new number or arrange for cancellation of the contract. What is up with this policy enforced through the IT system of vodacom mobile? My Local Vodacom dealer assures me that they can switch a pre-paid number to contract regardless of age. Why should the IT department at vodacom mobile stop me from activating on my old number? Does the tail wag the dog @ vodacom mobile?
