No ports no chance

I applied to transfer my dsl service and it was accepted. Told that it will take a few days after date of move to complete. I got a call today, and told that there are no available lines and that telkom has no plans to add any either. This us after I move.
I feel completely blindsided by this. Not once was I informed of this leading up to move. Now I have dsl contracts that I cannot use or cancel as the month has turned.
Surely I cannot be the ony person in the area waiting for a line? Why is there no plans to upgrade?
