5 years and still waiting on Telkom

I moved to Burgersfort, Limpopo, more than 10 years ago, 5 years ago myself and my neighbor applied for an adsl line at Telkom, as we both used to do our business online and used Vodacom at that time. After a month or so I was told that there were no ports available for adsl. My neighbor was told the same. So 3 years later, 2011, my neighbor phoned again and were told that there still weren't any ports available. A week later my neighbor went to Nelspruit and reported the problem to them and a week later a Technician installed an adsl line at his house. I again phoned Telkom and ordered a line, a week later I received a message that still there weren't ports available. Today, 2013, I tried again, Same story all over again, this time they told me that the services is not available in my area and there is no plans to extend the service this year. I really don't know how my neighbor is using this service and how he got it in the first place if there are no ports available or if the service is not available. How long does it really take to get an adsl line? Is there anyone that really knows what is going on?
