Cannot get My new cellphone

I took my phone to mtn in centurion in order for them to have a look at my cellphone, the camera was faulty, because my cellphone was still within the 6 month warranty if the phone is faulty i would receive a new cell phone, I was told to take my phone to HVRC in Midrand they would be able to do the assessment within an hour and if it is approved I would get a COL number, I drove all the way to midrand only to be told that It would only be looked at on Monday, I called on Monday and was told that the warranty has been approved, I got the COL number on Teusday, they advised me to go with the COL number to get the phone, I called the store on a number of occasions during the course of the day and even gave them the COL number I informed them that I would be coming in to get the phone, when I get to the store I was told by Tumelo Mosiane that I need the receipt in order to get the phone i got the receipt for him then I was told that they need to confim with HVRC if the COL number is valid, could they not check on the system? i was told that the COL number is e-mailed to the store, Tumelo Mosiane gave me his word that they will courier the phone to centurion, now he is avoiding me
