Refusing to install ADSL line

I have requested numerous times for Telkom to install ADSL at my house but they are refusing afterwards due to high cable in the area.

There is an existing line, all the cabling exist, just for them to switch it on at the exchange. My neighbour had a house fire in which the cable was damaged. Telkom re-installed new cabling within a week of the fire. An abandoned house diagonally opposite me was recently occupied. Telkom vans were there to install a new line for the alarm system. All my neighbours around me have Telkom, so where does this cable happen then? No alternative solutions were offered by Telkom (offer me uncapped 3G at uncapped ADSL prices then), and I'm pretty sure no-one will give me a satisfactory answer. If this is the case, then give me a cost for all the equipment and cabling, including installation, and your commision, and I will pay for it. Patiently waiting for a response
