Cant make any phone calls or use internet

Good Morning.
In September i bought myself a blackberry Z10, my package with Cell Contract was for a normal Blackberry, the people at the call center told me to change my package to a 400 Top up then you get 400 minutes 400 sms 400 data, this will be from the 1st October. The 1st October was yesterday and my phone don't have any service cant make phone calls nothing. It is telling me to recharge how must i recharge if i din't even use my 400 data or 400 minutes yet. Phone Cell C 24hours ago told them this is a business phone still no feedback...
