OBF Claim overdue

I took out a new cell c on 2013-09-11. The contract came with a Samsung S4. The phone developed a localised hot spot on one section of the phone, whenever i used it. And by use it i mean switch it on, the gps and everything else was off. So i took it back on 2013-09-15 for an OBF claim. I was told that the phone would be replaced should any faults occur within the first seven days when i took out the contract. But when i took it in they told me it had to go in for assessment. So i'm left without a phone and unable to use my new contract. I was told that it would take 3 to 7 days to assess the phone but that 7 days was highly unlikely. It has now been 13 days and the phone has still not been assessed. I've been into the store several times to follow up and all i am told is that it has not been assessed yet. This is ridiculous, i'm paying for it. It was less than 7 days before the OBF claim and the phone now has not even been assessed after almost 2 weeks.
