No service at home: Cancelling seems impossible

I have a # S3-T0D2U-UCAGS.

I want to cancel my contract. I have been struggling to access internet on my Blackberry at home since January 2013. I have a 20-80 success rate. 20% of the time I have reliable internet. 80% of the time, I have no internet.
I have to go to town if I want to use the internet on my phone.

I have called numerous times, and every time there are a different reason... Mostly the trouble is searched for on my phone. When I go through all the possible settings with the person on the line, I still struggle with my internet.

A few months ago, there were some guy who came to test my signal. He said that, yes, there are problems with signal.
I was told that there are a planned site in the area. Nobody has been able to give me any fixed time when the site will actually be finished.
In the meantime, I am unable to use my internet, a service that I am paying for, at home.

I was just on the phone to 082 1958. They put me through to 082111. I had to talk to someone in "Networks depart." to find out whether I can stop my contract with no cost. This has been 15 minutes ago. I'm still waiting.
