No service if you use a drivers licence

My MTN phone stops working and I would like to do a sim swop but MTN will not allow me to do a swop if I use my valid SA drivers licence. All other service providers do, Government does and the banks. So my solution is to close my account with MTN as 50% of the time the phone does not work anyway.
