Debt collectors hounding my husband

My husband had a contract from 2008 - 2010. He informed Vodacom 1 month prior to the end of his contract that he would like to cancel his contract and switch to prepaid. They agreed to do this and his contract was due to expire on the 31 July 2010. His contract was cancelled on the 30 July 2010, while he still had minutes (he used to get 1000 minutes a month). He was in contact with Vodacom for 3-4 days as to why this was done.

His number was switched to prepaid and he had this number till August 2012, when he decided to port to another network, which was done successfully.

A debt collecting agent has been calling him from the end of September 2012, saying that he owed Vodacom money (an amount of about R3000). When we called Vodacom, we were told to call their legal department. We did this and we spoke to different agents. We were told that the file was sent to different debt collecting companies as well as him not having any outstanding amounts.

What we don't understand is that if he had any outstanding amounts, he wouldn't have been allowed to switch to prepaid and then to port. My sister had a R10 amount due to Vodacom on her prepaid number and wasn't allowed to port!
