BAD SERVICE

I changed my banking details and then they still tried to debit my old bank account AND charge me extra for returned debit when I already changed my details and when I phoned to complain I'm told that I am suppose to know the policy??? Excuse me? Do i work for Cell C or is it their responsibilty to tell me the policy???
