Lost my phone when sent for repairs

I gave my Blackberry 9360 in for repair as the track pad was faulty. They told me three weeks this was 2013-07-30. They let me know I can collect the phone 2013/08/09 I get there and the phone is not working, they sent it back. Now my phone is no where to be found no one has any record of it being booked in for the 2nd time. No one knows where it is. I report the matter to customer care get a ref S3-TY3BQ-Q82J, they called me once and nothing was done they just have record of the first job 9070076 and they would follow up i'm still waiting for a call from them since 2013-08-27. I have called the Carnival shop several times the phone is either of the hook or no one is available, and every second day someone new starts working there. I have been dealing with Wesley, Brian, Mpho, Cecelia, Suprize and the manager Jean that is never at the shop and never called back. They have sent a req for a new phone to be delivered and still waiting 2 weeks later. Today they give me a secondhand loan phone after being promised that I would be given a new phone from the rack if not delivered today. Where is the phone, when do I get the phone? What do I do?
