Why am I to blame?

I share a number with someone whom I receive her messages, calls and bills. When I called customer service and ask if my number could be changed, I was told I have to pay R250 first. Why do I pay if this isn't my fault? WHY? I no longer want to use this this number it makes me sick, I want to port to an old one.
