Over billed once again

In November 2012 I got a 3g Wifi contract which gives me 3GB per month at R199.00. In December, just a month after that, I had a massive shock to learn that i was charged R1000.00 for the account. The problem was then sorted out.

Back then, when the initial problem arised, we went back to the Tygervalley branch where there was a R100 limit put on our account, so that even if we go over the R199 we will only ever be charged R299.

This morning I wake up to a SMS informing me that Vodacom has deducted R650 for ym account this month. How is this even posible when we have a limit put on the account? I want my money refunded to me, because as far as I'm concerned, we can only use up until R299 and then it cuts off.
