60 days to "Port"?

My parents who are in their 70's are just trying to find the best option for them in the complicated world of Mobile Phones... They do everything the right way! They pay their bills! They have a conscience!

They Ported on 12 Aug to Vodacom (from Virgin Mobile) to pay as you go in desperation (could not load airtime on Virgin Mobile)... a very nice young man helped them at Eastgate branch!! :)
However:
They then decided to port and start contract with CellC on 14 August as Vodacom did not have any contract to offer which was comparable to the Cell C offering.
They were told they now need to wait 2 months to "Port"... 60 days!!!? Please explain why as there is such a long waiting period as this contract with CellC will expire and then it's back to the drawing board for us all!!!
