Phone missing and no care for the custome

On the 3rd June 2013 I gave my Iphone 4S 16GM White in for repairs as my Blue tooth and Wi-Fi disappeared after I did a software upgrade. Vodacom wanted me to pay R2500 to fix the phone and I refused. Asked them to give back my phone. From the 26th June 2013 they are telling me that my phone is in transit back to the branch form the Vodacare store. Today the 26th July 2013 - 1 month (4 weeks) after, I am still waiting for my phone. Again they cannot find it. Is is fair for the customer to be with out a phone and pay every month their billing amount?

I want my phone back today or a new phone as they cannot find it.
